Fiscal Ezpenditure and Optimization of Industrial Structure: Evidence from Guangdong Province, China
The optimization of industrial structure needs not only the fundamental role of market allocation but also the policy-oriented macro-control of the government. In this paper, we construct the indicators of the optimization of industrial structure, and use the principal component analysis to estimate them. Using the data of Guangdong Province from 1992 to 2006, we investigate the relationship between the optimization of industrial structure and the public infrastructure expenditure, the funds for enterprise reform, the science and technology expenditure with the methods of stationary test, cointegration test and Granger causality test. The conclusions are as follows: the public infrastructure expenditure can promote the optimization of industrial structure, and the increase in the public infrastructure expenditure will lead to a significant increase in the optimization of industrial structure; but the funds for enterprise reform and the science and technology expenditure have little contribution to the optimization. Therefore, we put forward some suggestions on increasing the proportion and efficiency of the science and technology expenditure, implementing the investment preference policy, using the public policies of fiscal discount, fiscal guarantee and so on.
