EVALUATION INDEX SYSTEM ABOUT REGIONAL TECHNICAL INNOVATIVE TALENTS GATHER FORCE(TITGF): BASED ON THE QUANTITATIVE RESEARCH OF ZHEJIANG
Technical Innovative Talents Gather Force (TITGF) refers to the capacity of concentrating the Technical Innovative Talents in one area. Based on the relevant theoretical results of technology innovative talent environment and talent attraction, this paper has gained evaluation index system about regional TITGF which is made up of four major categories namely: economic environment, living environment, innovation input and innovation output. In addition, considered all elements which would impact on TITGF comprehensively, this paper has taken the method of quantitative research and sifting. In this way the above-mentioned system and evaluation model has been founded after factor analysis. Finally this paper has estimated TITGF of Zhejiang with the application of the evaluation system and model. Also it has made comparative analysis with other provinces then has depicted the situation about TITGF in Zhejiang by specific figures.
