ANALYSIS OF COLLEGE STUDENTS ENTREPRENEURSHIP ENVIRONMENT AND POLICY IN CHINA
Considering the characteristics of college students entrepreneurship, this paper makes some changes on the Global Entrepreneurship Monitor Model (GEM model) and its entrepreneurship environment analytical framework, and establishes an evaluation system of college student entrepreneurship environment, including 3 levels and 9 aspects. The 3 levels refer to low-grade students, high-grade students and graduates. The 9 aspects include entrepreneurship education, entrepreneurship skills, college projects, business opportunities, finance support, government policies, government projects, Economic Condition, cultural and social norms. According to the evaluation system, we make a research analysis through sample survey, expert interviews and other forms. We find that: 1) Chinas local governments encourage college entrepreneurship and establish some related policies, but much remains to be desired on finance support, college and government projects; 2) Although there are not so many differences in cultural and social norms, and opportunities in different areas, entrepreneurship education and skills need improving in Central and western regions compared to those in eastern regions.
