Locally Bi-diagonally Dominant Matrices

We use matrix partition and matrix analysis to present the sufficient conditions under which a class of locally bi-diagonally dominant matrices become generalized strictly diagonally dominant matrices and the relative comparison matrices turn out to be M-matrices, thus extending the judging criterion of generalized strictly diagonally dominant matrices.
