Comprehensive Transportation Systems of the International Mega-Regions and Its Implications for China
At present,the Northeast Mega-Region of the United States,Tokaido Mega-Region of Japan,London Mega-Region of the United Kingdom,and Northwest European Mega-Region are among the most publicly recognized mega-regions in the world.The similarities and differences in the comprehensive transportation systems of these four international mega-regions and their implications for China constitute the focus of this paper.At present,China is implementing the transportation development strategy with a major emphasis on public transportation.Of all the mega-regions,the Japanese mega-region transportation model seems to be a better fit for China.This author holds that China should develop a rail-dominated,bus-supplemented,tiered intercity public transportation system while continuing its freeway expansion.As far as its planning process is concerned,the first step is to determine the urban hierarchy,activity centers,and transportation networks within the mega-regions.For each proposed intercity transportation alternative,a set of proper transportation project development procedures should be followed.In addition,it is essential to ensure a seamless integration between intracity and intercity transportation systems,and maintain a consistency between transportation and land use,and between urban transportation planning and regional transportation planning.
