Planning Support Practice in China:A Case Study of Using Whatif? PSS
This paper begins by describing the evolution of the technical innovations that are the main driving forces for integrating planning support systems(PSS)into Chinese urban planning practice.It then describes the application of an operational GIS-based PSS,Whatif?2.0,in Luohe City,China.The case study demonstrates that it is now possible to incorporate PSS into professional planning practice in China and provide useful policy-oriented scenarios in nearly real time.The paper suggests that to be more widely accepted by Chinese planners,PSS development should combine simple modeling approaches with flexible extensions for plan-related evaluation,such as traffic and ecological impact analysis.
