Role Analysis of the Central and Local Governments in Urban Land Ezpropriation

摘要：

According to the urban illegal land use,the central government enforces several policy and measures which show no efficiency．This is mainly because of the relationship of both cooperation and game between the central and Meal governments．The cooperation stems from the deprivation of farmers and rural benefits．The game stems from scales of land expropriation and the distribution of land transfer fees,which is also reflected in their respective transcripts and relevant policy measures．
