Main Constraints for Success of Health Reforms in Central and Eastern Europe

After 1989,all Central and Rastern Kuropean (CEE) countries implemented large-scale health care reforms.The concrete changes differ among the CEE countries,depending very much on the specific conditions present at the start and during the processes.A lot was expected as the outcome of the changes.However,recent evidence indicates that many expectations from the reforming of health care were not fulfilled.Lack of finance and their ineffective and inefficient use are one of really significant barriers,as briefly shown.We also identified several preconditions for public health policy success,and analyzed the level of their fulfillment in the region.As visible form the text,answers are dominantly negative.In such difficult environment,limited health reforms positive outcomes,as briefly indicated in the text cannot be surprise.
