M-Government Opportunities and Application Challenges in Developing Countries

摘要：

This paper is a qualitative study regarding mgovernment in an Eastern European country with a poor infrastructure and democratic history,Albania.To understand why m-govemment is unavoidable and necessary for Albania,we provide an overall picture of the countrys current telecommunication infrastructure and explain some of the current egovernment initiatives with their level of implementation success,and barriers to progress.Finally we present some possible benefits of mgovernment for Albanians,with some possible future m-government applications and some of the current and future challenges and issues in their implementation.
