Establishing an Emission Trading System and Contract Linkage to Environment on the Pan-Pacific Area
There is confliction between international trade development and environment.Some international business should be controlled in order to achieve environment protection;while,trade barriers,including environment obstacles and barriers,should be removed for the purpose of liberal trade.Marketbased policies to achieve environmental objectives are viable alternatives to command-and-control approaches.These polices and specific instruments allow firms to reduce pollution at lowest costs either through voluntary emission reductions,or through buying emission reduction credits from market place via trading mechanisms.This paper addresses some of the critical issues involved in establishing an emission trading system on the Pan-Pacific Area.It also analyzes on the functions,foundation and clauses of the contract linkage to environment negotiated and sighed by both trade parties.
