The connotation of intrinsic safety culture and its construction clue in coal mines
Safety culture is a key tache of defense-in-depth in preventing and controlling coal mine acci dents, as well as the ultimate guarantee and the necessary selection to achieve intrinsic safety in coal mine, and it reflects the core competitiveness of coal mine enterprises. Based on the three types of hazard theory and intrinsic safety theory, combining viewpoints of modern safety science and principles of system engineering, the paper sets forth the connotation, the hierarchy and the necessity of development and con struction on intrinsic safety culture in coal mines and argues that intrinsic safety culture is a basic measure to conquer the third type of hazard, intensify intrinsic safety concept and enhance safety consciousness. Then, it brings forward some new ideals and new viewpoints for the construction of intrinsic safety culture in coal mines currently. The aim of the article is to speed up the process of establishing long-term safety production mechanism and achieving harmonious, safe and sustainable development by putting forward in trinsic safety culture and studying on countermeasures of its construction in coal mines.
