Study on the Optimization Model for Investment Decision in City Disaster-Prevention Project
The conflict between limited resource and unlimited demands is a hard question in the management of city disaster-prevention projects. In this paper, a comprehensive evaluation index system and a fuzzy synthetic model for city disaster-prevention projects are established, and an optimization model for investment decision is presented along with practical application analysis, taking Seismic Strengthening projects that prevent flood induced by earthquake in tangshan city as a example. The theories and methods of Systems Engineering are employed in this work combining with the characteristics of city disaster-prevention projects, based on quantities of social investigations.
