An Anatomy of the Industrial Policy System of China under the Background of Production Globalization

The rapid development of the production globalization weakens the interactive relationships between the government and the indigenous enterprises, aggravates the deficiencies of the government-supported development paradigm and limits the freedom of the government to carry out industrial policies. Under this background, China transcends the traditional import substitution vs. export promotion developmental thinking style and to endeavor to enhance indigenous enterprises ability to create and capture more value-added in the global production system with a harmonized combination of international trade and investment policy, industrial conglomeration policy, competition policy, innovation policy and environment policy.
