National Strategy and Policy of International Technology Transfer
The 17th National Congress of the Communist Party of China (CPC) put it clearly that we need to make the best use of international resources of science and technology, by taking both domestic and international situations into consideration and establishing a global and strategic perspective so as to seize opportunities for development and cope with risks and challenges in a changing world and work for a favorable international environment. This provides us a clear direction for utilizing international scientific and technological resources in order to build an innovative country. International cooperation in science and technology is the important component element of our scientific and technological work and diplomatic work. For the past few years, our countrys international cooperation in science and technology created new situations, reached new stages, and yielded substantial results continuously, through seizing the new trends and features of the economic and scientific & technologic development in the new period and coordinating with the national economic and scientific & technological and diplomatic strategies closely. An all-directional, multi-tiered and wide-ranging international cooperation in science and technology has come into being. Currently the international technology transfer interpenetrating with multiple international cooperation in science & technology and international cooperation in economy and science & technology has become the useful tool for effectively utilizing the global resources in science and technology, enhancing the capacity for independent innovation, and achieving leaps in key areas.
