Industrial Technology Innovation and Industrial Competitive Technical Intelligence
This paper firstly introduces the present situation of industrial technical innovation in China, focusing on the review of the history and status quo of engineering research centers in China, and puts forward the concept of industrial technical innovation and the Industrial Competitive Technical Intelligence (ICTI). Then the paper proposes a new systematic ideas of improving national industrial technical innovation capability, that is, upgrading the National Engineering Research Centers to the principal part of industrial commonly-needed technology and standard innovation; establishing professional enterprise coalitions and a system for coordinating the government, enterprises, universities, research institutes, financial organizations, intermediate agencies and natural persons, to support R & D and popularization of industrial commonly-needed technologies and standards; founding ICTI system to forecast, early-warning, plan, protection and popularize the industrial commonly-needed technologies and standards. Finally, the paper presents a model of industrial technical innovation system.
