In modern conditions effective management, in particular referring to city development regulation, is impossible without high-grade data base well-structured and accessible to all the participants. Problems connected with constructing the information system in the field of town-planning are considered in the article. There are also given proposals concerning its structure, and the role of the structure in development of self-organizing processes in town-planning system is defined.
