Towards an Innovative Nation: Challenges to China from the Changing Development Strategy
An historic phase of Chinas development is underway, as the Government seeks substantial changes to its development strategy to address issues that e-merged during the growth phase. To this end, the 11th Five Year Plan outlined a vision of socially sustainable development contributing to a harmonious society. Achieving this vision will require, among other things, sustained innovation, not only in technologies but in the development and application of soft science; a deeper knowledge of the determinants of economic and social outcomes in China and of the impact of new policies; and a recognition of the essential interrelationships between economic sectors and between components of strategy. These themes are illustrated by considering three priorities of the Plan: increasing innovation in industry, reduced energy intensity and an improvement in health services.
