Theoretical Ezploration on the Construction and Evaluation of National Innovation System
National innovation system (NIS) has become one of the most hotly-debated issues both in theoretical and practical fields inside and outside China. In theoretical field, the construction and evaluation of national innovation system have become the two main threads of NIS research. In this paper, in view of the complexity of NIS construction and evaluation and relevant NIS practice, and aiming at remedying the insufficiencies of the existing research on NIS construction and evaluation in China, we introduce HEXIE Management Theory, which applies itself to dealing with complex management issues under changeful and uncertain environment, into NIS study as a theoretical foundation of and support for NIS construction and evaluation. On the basis of this theory, we explore the intrinsic principle and micro mechanism of NIS construction, and establish a systematical reference framework for NIS evaluation. In this paper, we plan to improve and contribute to current Chinese NIS research from a new angel and in a novel way.
