An Evaluation Tool in Quantitative Management Based on the Reliability of China Scientific & Technological Core Journal List:A Theoretical Analysis Based on the Mechanism of Journal Stratification
Since China scientific & technological core journal lists were used widely in evaluating academic quality of research papers, its evaluation function has been disputed. With diversities in many aspects, the phenomenon of journals in academic dimension is objective. By analyzing the cause and mechanism of journal stratification, we find that behind a core journal list there is a collective action of authors who submit their high quality manuscripts to prestigious journals and the periodical selection of core journals creates a mechanism of rowing upstream. The average quality of a core journal is under extensive and persistent control not only of its sponsor, but also of its authors, reviewers and peer readers. The evaluation function of core journal lists is statistically reliable and can be used as a rough evaluation tool.
