Organic Structure, Problems and Solutions to National Innovation System of China

摘要：

National innovation system (NIS) is of great importance to build innovative nation and improve national competence. In this paper, organic structure of NIS of China based on present situation of the country and international advanced experiences is presented, that is China NIS consists of knowledge innovation system, technical innovation system, system and institutional innovation system, concept and cultural innovation system as well as knowledge infrastructure and management engineering system. This NIS is the engine of developing knowledge economy in China. This paper also probes into the main problems which building NIS will face. Moreover, solutions to the problems are suggested, in which it is emphasized that the importance of system and institutional innovation and concept and cultural innovation guarantee the success of NIS of China. In the meantime, the building of national knowledge infrastructure and management engineering system is very urgent.
