Development Strategy Choice of Chinese Universities in the National Innovation System
National innovation system construction is a fundamental goal for the realization of national development As a major part in national innovation system, colleges and universities (hereinafter collectively referred to as university or universities) are important nodes constituting the grid of national innovation system. Knowledge innovation is an important task of universities. In conformity with the construction of an innovation-based country, construction of innovation-based universities shall become the development strategy of universities in China. Under the general goal framework of the national innovation system construction, universities may choose integrated and diversified development strategies. However, whatever the strategies, dependence on human-the essential element in implementation - shall be prioritized. Education of innovative-minded personnel needs excellent teams of teachers and therefore it is a priority for universities to construct innovation-based teacher teams. To put it straight, a talent-reinforced university strategy shall be a-dopted in universities as a dominant development strategy option. To form and maintain its operation characteristics and realize knowledge innovation, a university must innovate its characteristics as well as characterize its innovation.
