The Constituent Elements and Measurement Indicator System of the Ability of Independent Innovation
Independent innovation is a series of activities and the whole process that we use our states own power(or mainly rely on our own) to integrate new resources, to obtain its own intellectual property rights, to grasp the core technology for the purpose of achieving technological breakthroughs and then support for economic social development, and national security. The ability of independent innovation is the result of many complex capacity, not only the ability to grasp and apply, including the contributions made by the carrier and the external environment to realize the ability of innovation recourses, including the ability to create scientific and technological achievements, and the ability of cultivation of new products and market brand. The indicators measure the ability of independent innovation system should have the function of guide, description, using the qualitative and quantitative analysis combination to set up each a basic framework of the evaluation system of national (or regional) levels capability of independent innovation and enterprises industry levels capability of independent innovation.
