The Effects on the Brain Drain of Chinese Technical Talents in Self-initiated Innovation and Its Tactic
At the knowledge economy age, technical talents have been becoming scare resource that is fought for by countries, and core capitalthat is chased by countries, regions and enterprises. China is on competitive inferior position of this competition. In order to achieve self-initiated innovation, China should face the trend of globalization, and keep an eye on the brain drain. China must build its environment for innovation, improve innovative ability of high-tech talents, speedily transform innovative talents from technical talents, and train competitive team with innovative talents.
