Harmony Analysis on the Basin Initial Water Right Allocation Scheme of the First Hierarchy

摘要：

The definition of basin initial water fight harmonious allocation is given based on harmonious management theory. The harmony analysis of basin initial water fight allocation scheme is divided into three steps: first, taking the fairness of regions in a basin into account,a criterion for harmoniousness judgment is built based on LINMAP model; second, taking the satisfaction of the basin into account, another criterion for harmoniousness judgment is built based on the overall coordination function;third,taking the differences between regions into account, a criterion for inharmoniousness judgment is built based on ELECTRE method. According to this harmony analysis, water conflicts of different regions can be resolved effectively, the allocation scheme can be generally accepted by different regions in the basin, and the economic, social and environmental benefits of the basin can he improved, the constuction of harmonious society between human and water can be promoted finally.
