Considerations on Development Strategies of System-Transformed Enterprises
With the continuous development of market economy and deepening system reform in Sci &Tec, many scientific research institutes were transformed into enterprises in succession since 1999. As one of those enterprises, the second research institute of CAAC (CASRI) has gradually got onto the track of sound development during the transitional period, by orienting the civil aviation market, taking advantage of technique and propelling the transformation and industrialization of scientific and technological achievements. At the same time, opening of domestic civil aviation also led to intensive competitions and challenges. Thus it is necessary to summarize transformation experience of CASRI and discuss development strategy for the future. This paper analyzes difficulties and challenges that CASRI confronted during the transitional period, summarizes its successful reform measures and achievements, and considers about next development strategies of enterprise.
