Towards Generic Legislative Process Workflow Model Building: Lessons from EU Countries Parliaments

Administrational processes differ significantly from industrial processes and description of a legislation process can be very complex because it may involve different facets. Aim of the paper is to model legislative process workflow model basing on cases of Austrian, Greek and Lithuanian parliaments putting emphasis on steps of this process there participation of different stakeholders (i. e. young citizens, associations, etc.) taking part in legislative process might be enhanced. The modelling framework in this study focuses on the legislation formation and debate on legislation stages. Modelling is based on answers to questionnaires filled in by members of parliaments of Austria, Greece and Lithuania. Generic view model of legislative process workflow is developed basing on cases of Austrian, Greek and Lithuanian parliaments.
