Comparative Evaluation on the Productivity of Eco-benefits of the Two Key Forestry Programs

In view of the similarity of eco-benefits from the two key forestry programs, Returning Farmland to Forest Program and Wind and Sandstorm Control Program, we decompose the TFP of eco-benefits of the two key forestry programs from 2000 to 2005 with Malmquist index model; additionally, we carry on project analysis with CCR model on the indirect eco-benefits. It is found that the TFP trend of direct eco-benefits from the two key forestry programs are basically the same; however, the productivity change between the indirect eco-benefits of the two key forestry programs and the direct and indirect eco-benefits has no correlation. Further, compared with Wind and Sandstorm Control Program, there are technical inefficiency of eco-benefits input and output in the Farmland-to-Forest Program.
