An Achievability model of Emergency Material Dispatching

摘要：

A three-tier emergency material dispatching model is developed in this paper. In the proposed model, achievability is considered as the main objective of dispatching, which is reflected by maximizing the probability of satisfying demand over an area of emergency, constrained by dispatching time requirement, capacity limitation of transportation route and probability of route connectivity. The resulted model is a nonlinear programming problem. Illustrative example is presented to show the effectiveness of the proposed model.
