CONTROL PATTERN AND EVALUATION OF THE URBAN TRAFFIC CONGESTION

摘要：

Based on scattered phenomena, measures and relevant theoretical studies which have been used to control the urban traffic congestion at home and abroad, this paper sums up three control patterns: Supply Increase Pattern, Demand Management Pattern and Institution Perfect Pattern. It analyses their main contributions and deficiencies. A set of index system and referenced methods should be put forward in order to possibly avoid the blindness on making decision, which aim at evaluating different strategies or combined strategy in these patterns.
