Research on the Current Management Conditions of Water Resources in the Hai Basin and Countermeasures
The Hai Basin is the most severe area in our country where water resources are in shortage,it gradually becomes core of work of the water conservancy workers to make integrated water resources management for the basin and reasonable distribution thereof to ensure stable development of economy and society in the area. This article proposes, based on analysis on the current conditions of the Hai Basin water resources, to launch strategic research programs on introduction of remote sensing ET technology, making analysis on reasonable macroscopic distribution of water resources, establishing basin water resources and water environment knowledge management (KM) platforms, making reforms on policies, laws and regulations and organization reforms, aquatic ecosystem and wetlands,water-saving and efficient use of water, groundwater utilization and water rights and well-digging licensing, sewage and wastewater reclamation, water pollution prevention and cure and industrial structure adjustment, water resources configuration in the capital after water is diverted from the south to the north, etc. and proposes to prepare plans of integrated water resources management for the basin,provinces (cities) and counties, and to prepare action plans, thus laying a sound foundation for an earlier realization of sustained development of water resources in the Hai Basin.
