General Frame of Hai Basin KM System and Information Sharing
The Hai Basin Knowledge Management (KM) System is one of the core components in the GEF Hai Basin Project, being the center of storage, management, sharing and exchange of management information in the Hai Basin water resources and environment. The system establishes an information sharing platform for integrated management on water resources and environment for the basin by means of advanced technologies of 3S (GIS/RS/GPS) and IT, thus realizing information sharing and exchange among the water resources and environmental protection authorities. Application systems for the Hai Basin water resources and environment management, and integrated management are established with the remote sensing monitoring ET as the management resort, water function zones and water environment function zones as the management unit, water rights as the management core and the models as the tooling. Construction of such systems provides important technical resorts and successful experiences to strengthening of integrated management on the Hai Basin water resources and environment, promotion of coordination and cooperation among the water administrative authorities at all levels and improvement of the Hai Basin water resources and environment.
