Application of DBO Model to Waste Water Treatment Plants in Small Towns

摘要：

DBO fails into one category of general contratorship, which means the contractor shall be responsible for the design, construction and operation of the whole project. The goals of development of Tianjin Hangu Yingcheng WWT Plant are (1) Minimize the project life cycle cost (capital construction cost plus operational and maintenance cost); (2) Maximize the project reliability; (3)Demonstrate a governance approach based on performance accountability; (4)Advance the buildup of the institutional ability.
