Study on Measures of Watersaving and High Efficiency Water Utilization Based on ET Target in Hai Basin
(0) Based on the analysis of problems in traditional water saving, this paper put forward that ET reduction is a new effective measure to relief water shortage in Hal basin. ET target mentioned in this paper means a comprehensive water consumption including the consideration of water resources condition, water demand of a benign ecosystem and requirements of economic sustainable development in a specific basin or region. Method to obtain regional ET target is described in this paper. And the connotation of watersaving and high efficiency water utilization is to reduce invalid water consumption and to improve valid water productivity. More attention should be focused on the economic benefit,ecological benefit and social benefit. Some measures about water saving and high efficiency water utilization based on ET target are put forward to improve the level of water resources management.
