Implementation of the Water Resources Utilization and Planning Using ET Management Technique

According to the precipitation, irrigation water and soil moisture content of the study area,ET of the arable land with single crop, ET of the arable land with multi-crop and comprehensive ET of arable land and non-arable land are calculated; according to the precipitation and the available entry water quantity, the available water quantity of the study area is calculated. Objective ET, which includes the annual average objective ET and the objective ET of wet years, normal river flow years and dry years, is determined by considering factors such as water resources allocation ect. This paper allocates water rights by making use of the objective ET, including the allocation of allowed evapotranspiration controlled by the objective ET and the allocation of water intake rights of surface water and groundwater controlled by available water resources quantity. This paper combined three types of water-saving measures (water-saving engineering, agriculture water-saving measures and water-saving management) to establish the appropriate schemes of water resources allocation and do scenarios analysis by the use of SWAT model to determine practical planning scheme for water resources in specific area through schemes comparison, in order to implement the optimal allocation and efficient utilization of water resources, and to effectively improve water environment and protect sustained development of economy.
