Water Resources Allocation based on ET Management: A Case Study of Lucheng City, China

In this paper, using a case study of the Lucheng City, Shanxi province China, we estimated the evaporation and transpiration (ET) values based on remote sensing data from 2002 to 2005 and compared with the available ET obtained from water balance method. It is shown that the maximal available ET could not satisfy with the demand of actual ET in each county, where most of counties belong to the scarcity of water conservancy. Water right has been allocated to each county or village based on the ET management to realize the sustainable utilization of water resources.
