BALANCING LOCAL AND GLOBAL EDUCATION PRIORITIES: A UK PERSPECTIVE
This paper explores how education systems can balance local, national and global agendas. It is concerned with constitutional relations between levels of governance (national, local and institutional); the political realities that drive national policy; and globalisation and the future of schooling. The paper argues that the reconciliation of local and global agendas requires, at local level, new forms of system leadership in which professional networking is an important component.
