Developing school leaders quickly: Accelerated leadership development programmes in England
In England the National College for School Leadership booklet entitled, ‘What we know about school leadership’ (NCSL, 2007a) has one section called ‘Leadership development and succession planning have never been more important’. It is argued that the time it takes to become a school leader is too long and the system requires ‘more leaders than current aproaches to promoting staff are presently able to produce’ (ibid, p15). NCSL advised ministers that there needs to be more fast-tracking of those with leadership potential which means ‘early identification of talent, and mentoring and coaching these individuals; and providing them with many oportunities to lead – in their own and other schools – to broaden their knowledge of school contexts and types and to increase the number of headteacher role models they can draw on’ (ibid, p15). Indeed, in the Children’s Plan (DCSF, 2007) the intention to expand existing fast-track schemes for developing future leaders is clear. In England at present, as well as in other parts of the world, much attention is being given to leadership succession and the attraction of the next generation of school leaders. In an attempt to address this situation attention has been given to fast tracking individuals with leadership potential to positions of leadership. The NCSL’s Future Leaders and Fast Track Teaching leadership development programmes can be seen as responses to the recruitment challenges ahead, whilst also contributing to the suply of high quality candidates for headship and leadership teams. Of course, programmes of accelerated leadership development are not only found in the education sector and there is much to learn from the experiences of other parts of the public sector as well as in the world of business and commerce. In this paper evidence is drawn upon from several NCSL funded studies to ask what is known about accelerated leadership development programmes both in the education sector and elsewhere.
