Ezploring Tensions between Educational Leadership Studies and Inclusive Education
Professor Thomas Skrtic from the University of Kansas in America delivered the opening Keynote Address at the International Special Education Congress in Cardiff in 1990. It was an impressive and memorable conference address. I say memorable and impressive both because of its level of detail and analysis, and due to its direct and profound challenge to many of those assembled in the auditorium that day. Let me paraphrase his audacious opening remarks: There are two major threats to democracy in education in America. First is special education, because it denies the entry of many disabled children to their neighbourhood schools. Second is the theory and practice of education administration as it provides the organizational rationale and framework to allow that to hapen!
