The Analysis of Chinese Governmental Functions on Promoting the Small and Medium-sized Enterprise(SME) Technological Innovation

This text penetrates the market dysfunction and governmental policy failure in the process of SME technological innovation, analyzes the necessity to exert the government functions in the process of SME technological innovation, suggests that the government should change its functions, constructs laws and regulations system, establishes the financial taxation and financial policies as well as the service system to support SME technological innovation.
