Impact Analysis of Reservoir Retirement: Macro-processes and Final Effects

Retirement is a rational option for those reservoir dams with little repairing values,but thus far little attention has been paid to impact analysis for reservoir retirement in China. In this paper, a comparison between the reasons of reservoir retirement in China and those in the United States was conducted first of all, and that shows the environmental-ecological consideration is not one of the most important reasons and neither one of the primary con-tents in retirement evaluation in China. That will probably result in very few measures con-ducted to deal with the impacts, especially environmental-ecological impacts induced by res-ervoir retirement. And then all the impacts were analyzed in detail, including developing processes of impacts and the corresponding final effects. The result shows that all the other impacts are induced by runoff-sediment impacts and result in social-economic impacts, and all the impacts are site-specific, namely, reservoir retirement has different impacts on upstream,impoundment and downstream of the removed reservoir dam. Based on the above, a frame-work for impact evaluation is also presented at the last of the paper, with final evaluation re-sults including economic effects and some social effects that cannot be eliminated through economic measures.
