Web-based System for Tailings and Waste Dumps Management: a Brazilian Ezperience

This paper presents preliminary results on the development and implementation of a web-based management system for tailing and waste dump for the Brazilian mining operations owned by Vale. The system incorporates Site Selection, Design, Construction, Operation and Closure stages for each individual structure. The life cycle is controlled mainly by the ore production rate and by the availability of space for waste disposal during the mine life time. This can be achieved with well-planned processes. A group of indicators, collected individu-ally for each structure, is evaluated and the result is presented as headlights colored red,yellow or green. This indicates respectively Alert, where immediate actions based in detailed risk analysis evaluation are required; Attention, where a preliminary and quick risk analysis is necessary and the Normal Operation, where only good maintenance procedures are re-quired. Each red and yellow indicator is related to a summary of an action plan, with a re-sponsible person and schedule. Further analysis and decisions are necessary based on the pri-orities normally imposed by the risk level and compliance requirements. The system makes information available from each structure grouped by mine or mining complex with a broad vision on the management process, environmental compliances and physical stability of each tailing or waste dump structures from the Vale mining operations in Brazil. The information is available to all employee levels, from the president and stake-holders to the operational people. A system of codes defines the levels of access, with the operational levels using it to help the day-to-day activities and the corporate levels can better plan and take decisions based on organized information.
