Dam Safety and Risk Management in China and Strategies
In the report, the author has analyzed the 3 development phases of dam safety man-agement in China, believing that the dam safety insurance system is being continuously strengthened, the dam safety management level has been substantially raised, the risk con-cept has been extensively accepted in China and daily increasing importance is being attached to the risk management techniques. The author believes that in the gradual transition from a planned economic system to a market economic system, the dam safety management in China is still facing a great challenge: how to transit to the market economic mode, how to separate the functions of the government and the dam owners, and how to bring dam safety manage-ment into a route of favorable circulation, and has put forth some strategy thinking and sug-gestions on coping with the challenges in management system, operation mechanism and the development of laws and regulations.
