Study on Reservoir & Dam Safety Management Practices and Countermeasure in Tibetan Plateau
Most reservoirs in Tibetan Plateau were built between the 1950s and the 1970s,during which the construction quality and operation management was poor. Now, operation facilities of those reservoirs are out-of-repair and operation behavior is bad, which seriously affects the normal exertion of social benefit and economic benefit and becomes hidden trouble in flood control that endangers the life and property safety downstream. This paper intro-duces the reservoir & dam safety management practices in Qinghai province and points out the classification of danger, including leakage, landslide, failure of culvert pipe under dam,earthquake and overtopping etc. In addition, this paper analyzes the causes of the dangers,summarizes the practical experience in danger control and reinforcement and put forwards countermeasures for dam safety.
