CONSTRUCTION OF EVALUATION INDEX SYSTEM AND EVALUATION MODEL OF FLOOD DISASTER RISK

摘要：

The flood risk evaluation is the foundation and basis of flood management. The meaning of flood disaster, flood disaster risk and flood disaster risk evaluation are explored in this paper. The principle and methods for establishing flood risk evaluation index system of flood disaster are summarized. Based on the analysis of the attributes and formation principle of flood disaster, the flood disaster evaluation index system with the primary cause sublayer of risk, exposed property, vulnerability and the capacity of preventing and mitigating disaster is established,furthermore, the weight of each index is determined by use of the analytic hierarchy process. The evaluation model with vague comprehensive judging method and the analytic hierarchy process is established.
