STUDY ON THE COUNTERMEASURES TO IMPROVE THE ENFORCEMENT EFFECTS OF THE RESERVOIR RESETTLEMENT POST-RELOCATION SUPPORTING POLICIES

On the basis of Introducing historical background of the reservoir migrant latter-stage supporting policies, this paper analyses the actual living conditions of the migrants taking Shanxi Water Conservancy Project as an example and taking typical cities and counties into consideration. Secondly, based on the practical experiences it makes a study of three problems in the enforcement of the reservoir migrant latter-stage supporting polices. Then the paper analyses the reasons and puts forward following three countermeasures to improve the enforcement effects of reservoir migrant latter-stage supporting policies: improving the supervision mechanism to solve the population problem; perfecting relevant latter-stage supporting policies and strengthening policy enforcement to solve the problem which exists in the project plan; strengthening policy publicizing, improving the quality of cadres and building effective coordinating system to address the issues of resettlement conflict.
