New Trends in Lifelong Learning and Distance Education in Light of the Japanese Ezperience

IntroductionAround the world, open and distance learning have developed well over the past several decades1. In the belief that higher education should be available to anyone, anywhere, at any time, a number of open universities have been created to provide opportunities for lifelong learning.Looking to the future, fundamental changes in the social environment will certainly influence the implementation of lifelong learning through distance education. On this point, three marked trends ought to be noted: (1) a demographic shift toward aging populations; (2) the expanding percentages of students proceeding to higher education; and (3) rapid progress in information technology (IT). These three trends,which are already quite prominent in Japan, are increasingly evident in many countries; and they suggest that open and distance education will inevitably become ever more entrenched around the world.
