Regulatory Review Results on Human Factors Engineering for Advanced Control Room: A Case of Shin-Kori 3 and 4 Nuclear Power Plants for Construction Permits

The objective of this paper is to present the regulatory review results on human factors engineering of Shin-Kori 3 and 4 nuclear power plants for Construction Permit. The Shin-Kori 3 and 4 units, started as one of the national projects Korean Next Generation Reactor (KNGR) in 1992, is an evolutionary nuclear power reactor based on the current Korean Standard Nuclear Plant (KSNP) design with some improvement in safety and increase in capacity. The staff of Korea Institute of Nuclear Safety (KINS) is reviewing Chapter 18, Human Factors Engineering (HFE), of Preliminary Safety Analysis Report of Shin-Kori 3 and 4 units submitted for attaining Construction Permit, based on current regulatory requirements and guidelines. The staffs review is based on a design and implementation process plan proposed by the applicant that describes the HFE program required to develop the detailed design. For this purpose, NUREG-0711 is used by the staff to conduct the reviews of applicant submissions. The general review activities, processes, and results are presented in this paper. And, the implications of the overall results are discussed.
