Viewpoints to evaluate comprehensively licensees efforts for cultivation of Safety Culture
In order to reduce accidents occurred by organizational factors, Japanese Regulatory body, NISA (Nuclear and Industrial Safety Agency), decided to evaluate and grasp the licensees efforts for the cultivation of Safety Culture, and ordered licensees to add the provision of cultivating Safety Culture to their safety preservation rules. The inspection for the new safety preservation rules started in Dec. 2007. On the other hand, JNES started preparation of the Guideline for the prevention of degradation of safety culture and organizational climate two years ago. In the drafting process of this guideline, the 14 items were defined as the components of the safety culture or as the viewpoints to evaluate the efforts made to prevent any degradation of safety culture and organizational climate in the daily safety preservation activities. This paper describes the viewpoints to evaluate comprehensively licensees efforts for cultivation of Safety Culture.
