Design of the Strategy for Promoting Organizations Learning by the Databases about Previous Unsafe Incidents

Recently, it is revealed that many unsafe incidents happened in nuclear power plants would have been prevented if organizations had learned any lesson from previous unsafe incidents. Therefore, the objective of this study is to propose the new strategy to facilitate the organizations learning in the nuclear industry. Especially in this paper, the new method to foster each members learning activity is proposed. Authors focased on the attachment to the database of previous unsafe incidents in order to develop the new method. The attachment to the database is considered to motivate the members of the organization to review the database which prompts to get any lessens from previous unsafe incidents. Therefore, authors proposed the new method to foster members attachment to the database. Subject experiment was conducted for evaluating the effect of proposed method. As a result, the effectiveness of proposed method was shown by qualitative analysis, and moreover the process model of fostering their attachment of the database in using proposed method and the guideline for effective use of proposed method were proposed based on the result of qualitative analysis of the experiment.
