A Technical and Economic Evaluation Model of Eco-Industrial Parks Project Based on Recycle Economy
The positive external effect is the main feature of technical and economic evaluation of ecoindustrial parks project. It is necessary for government to quantitative estimate the ecological positive external effect of eco-industrial and to make it internalization. According to the earnings of ecoindustrial parks should be equal to the sum of positive products revenue which from the eco-industrial parks with the attributes of private goods and by-products revenue which from theirs with public goods characteristics, the three key indicators of technical and economic evaluation of eco-industrial parks designed by this article not only can be used for eco-industrial parks project evaluation, but also in theory provides a quantitative measurement tools for government to maximize the support of ecoindustrial development.
